GENERAL RULES

GENERAL RULES

  • Apart from the regulations contained in these regulations, this competition will be conducted according to the latest Union Cycliste Internationale (UCI) rules & regulations and is sanctioned by Malaysian National Cycling Federation (MNCF).
  • In the event of any violation of the rules contained in the specific rules or UCI rules, the organizers or penal of Commissaire have the right to disqualification or relegate or a fine or warning to any individual that involved in the violation of the rules (whether a rider or official or team).
  • The rate of fines imposed is according to the fines chart (UCI) but the value is in Malaysian Ringgit (MYR).
  • All decisions made by the Penal of Commissaire or Technical Committee (Organiser) are final.
  • Riders should have sportsmanship, respect for others and high tolerance while competing.

TYPE OF EVENT

  • This event is open to  amateur riders only. The event is sanctioned by Malaysia National Cycling Federation (MNCF) and listed on the Union Cycliste Internationale (UCI) Grand Fondo calendar event.
  • Time Trial Race, Criterium Race, Mass-Start Road Race

PARTICIPATION

  • Participation is only for amateur cyclist  and  State Sports Council teams (development program), both men and women. Each team is allowed to register more than 1 team consisting of no more than 6 riders and no less than 4 riders per team for all race event.
  • Ex Pro Cyclists and Ex National Cyclists are not allowed to participate. Team will be disqualified if any one their riders fall in these categories.
  • Team event is only for Men. Women event is only for individuals only.

CONFIRMATION OF REGISTRATION

  • Please bring the team’s official jersey during registration. Riders are encouraged to have a cycling license (UCI) issued by any cycling body (Federation).
  • Teams can collect their rider’s number/timing chip (Race Pack) during registration time above confirmation.
  • The electronic transponder chip are to be deposit MYR100 per-team and MYR50 for individual and are to be returned to timing company after the race otherwise a fee of MYR500 will be charged to the rider(s) concerned.
  • A team manager meeting will be held on Friday, November 10, 2023, at 4:00 pm. Attendance is compulsory.
  • The Team Introduction Ceremony will be held on Friday, November 10, 2023, at 5:30 pm. All competing teams are required and compulsory to attend. Riders are required to wear a complete team attire (jersey and bib). Any teams that did not comply will be fined accordingly.
  • All the programs above will take place at Sunway Big Box Mall, Sunway Iskandar Puteri, Nusajaya, Johor.

RACE APPAREL (ATTIRE)

  • All riders must wear a helmet (hard shell helmet) that is appropriate and has safety features. The organizers and commissaires have the right to stop riders who do not use the appropriate helmet during the race.
  • All riders are required to wear team jerseys that have been registered during registration to represent their respective teams. Cyclists jerseys in the team  must be the same design and color.
  • Any teams that did not comply on the above  will be fined accordingly.

RIDER BODY AND BIKE NUMBER

  • All riders will be provided with 2 pieces of body number and 1 piece of bike number during the registration session. The supplied numbers must be in their original and perfect condition, must not be cut, modified or folded. Any modification to the number is prohibited and the organizers reserve the right to prohibit the rider from participating in the competition.
  • The number in question must be placed in a perfect position and clearly visible to be blessed:
    a) 1 on the back pocket of the jersey
    b) 1 on the right side of the back of the jersey (Criterium)
    c) 1 on the left side of the back of the jersey (Time Trial and Road Race)
  • The bike number is installed under the seat on the seat post.

OBJECTION / PROTEST

  • All riders / teams can protest. Objections must be made in writing with evidence and a deposit amounting to MYR 300.00 in cash to the Organiser within 15 minutes after the (unofficial) decision is issued. No further protest can be made after the official decision has been published.
  • If the complaint, protest or appeal is reasonable and accepted by the Panel of Commissaire, then the security deposit will be returned and an appropriate decision will be made in relation to the complaint, protest or appeal.
  • The security deposit will be forfeited (non-refundable) if the objection, complaint or appeal made is found to be unfounded, unreasonable and rejected.

OTHER MATTER

  • The organizers will not be responsible in the event of any injury, accident, death, damage or loss of the rider’s property before, during or after the competition. Although the event is covered by insurance, all riders are encouraged to have their own insurance for better coverage.
  • Any rider who is registered and given a number, the rider is absolutely not allowed to hand over or make a substitution to another rider. If this happens, the rider will be disqualified from competing.
  • The organizers reserve the right to make any amendments or changes at the last minute due to certain factors and security matters without any prior notification. Any amendments will be communicated in the team manager meeting. Decisions made in the meeting are final.
  • Penalties are also imposed on any rider or person who violates the general principles of the event and these regulations. In addition, the organizer has the right to dismiss people from the event for the following reasons:
    a) Disrespectful behavior
    b) Sexual harassment
    c) Vandalism
    d) Violation of serious rules
  • All riders are reminded that the race course pass through area of city, urinating in public area along the route are strictly prohibited and all offenders caught will be penalized.
  • All events will begin at their schedule date and time, unless indicated officially by the organiser and/or by announcement. In case of unsatisfactory weather condition, any event to be postponed, reschedule or cancelled will be at the discretion of Panel’s Commissaire and the organizer.

TIME TRIALS

GENERAL

  • Events are conducted into 2 section. Teams Time Trial for men and Individual Time Trial for women
  • All decisions made by the Panel of Commissaire and Race Technical Committee are final.

EVENT RULES

  • Each team is only allowed to send no more than 6 riders and no less than 4 riders. For women by Individual
  • Each team will be started every 2 minutes gap. For individual, riders started every 1 minute gap.
  • Riders start based on the start list of registered riders and the draw lot process during the team manager meeting.
  • If the team/rider does not meet the turn time, then the turn continues according to the set time order.
  • The teams/rider must be at the staging area at least 15 minutes before his departure time.
  • The time count will be taken based on the time of the 4th rider to reach the finish line. The team with the best time will be declared the winner. For women base on the best time she made.
  • Each team or rider will be escorted by Police/Marshall. Due to the short route, team vehicles are NOT allowed to accompany their team.
  • Should a team upon catching another, while overtaking shall leave a lateral gap distance at least 2m between them during the process of overtaking whilst the caught team is require to drop back to allow a smooth overtaking. After 1km distance, the overtaking team shall ride at least 25m away from the other. Teams pacing one another is strictly prohibited.
  • Every bicycle used is required to comply with the measurements approved by the UCI. TT Bike, Clipped-on aero bar and disc wheel strictly Not Allowed.
  • Riders, even in the same team, may not push one another among them.
  • Other up-to-date rules will be discussed and decided during the team manager’s meeting.

CRITERIUM RACE

GENERAL

  • Events are conducted according to race categories.
  • All decisions made by the Penal of Commissaire and Race Technical Committee are final.

RACE RULES

  • The total race time or race distance and departure category are as stated in the Criterium race schedule.
  • The number of riders per-event category does not exceed 80 riders. If it is exceeded, the category carried out will go through the qualification process (competition) and choose the best racers to race in the next round until the final round.
  • All riders are required to sign the confirmation form before starting (Sign-On Sheet). They must be present for sign-on no later than 15 minutes before the start of the race. Failure to comply with the instructions causes the rider to be disqualified from competing.
  • The Panel of Commissaire has the right to cancel participation or cancel the victory of any rider who fails to sign-on. Article 2.3.009 & 2.12.007 UCI.
  • The organisers will place 2 technical pits (repair pits) along the route. Any mechanical problem during racing, riders are required to pedal or push their bikes to the nearest ‘Repair Pit’ to get support from their respective teams. It is not allowed to turn against the race flow.
  • Riders who have been ‘Overlapping‘ while racing are not allowed to continue racing and are asked to leave the race circuit. Strictly follow the Commissaire instruction.
  • In the event of an unforeseen event during the race, the Panel of Commissaire reserves the right to temporarily stop the race or reduce the time or lap for the category concerned.
  • The winner is determined based on the position of the rider who crosses the finish line in the final lap and by point collection.

  • Men Open 21 y/o – 30 y/o with 9 Lap + 3 Sprints Point
  • Men Junior Master 31 y/o – 40 y/o with 9 Lap + 3 Sprints Point
  • Men Senior Master 41 y/o – 50 y/o with 9 Lap + 3 Sprints Point
  • Men Veteran 51 y/o and above with 9 Lap + 3 Sprints Point
  • Women Open Under 35 y/o with 9 Lap + 3 Sprints Point
  • Women Master 35 y/o and Above with 9 Lap + 3 Sprints Point

 

Note: 

  • If there are more than 80 riders for each category qualification round will be run as 15 Minute + 2 Lap
  • Some category will be combine due to lack participation of rider



OPEN RACE CATEGORIES (Road Bike & Mountain Bike)

  • Race open for public by Categories Rundown : 20 Minutes + 3 Lap

  • Men Open Road Bike 18 – 35 year old
  • Men Open Mountain Bike 18 – 35 year old
  • Men Master 36 – 50 year old
  • Men Veteran 51 year old and above
  • Women Open 18 – 50 year old

 

Note : 

CLaS Participants allowed to participate according to the categories mentioned above however, new registration is needed.

QUALIFICATION ROUND

  • If there are more than 80 riders for each category 15 Minute + 2 Lap

OPEN RACE CATEGORIES (RB& MTB)

  • Race open for public By Categories 25 Minutes + 3 Lap (Max Race Time)
    15 Minutes + 2 Lap (Min Race Time)

RACE SCHEDULE (PURPOSE)

SATURDAY, 11 NOVEMBER 2023

Venue : Sunway Big Box, Persiaran Medini 5, Iskandar Puteri

 

ROAD RACE

GENERAL

  • Events are conducted according to mass-start race event.
  • All decisions made by the Penal of Commissaire and Race Technical Committee are final.

RACE RULES

  • Each team is represented not more then 6 riders and not less than 4 rider.
  • All riders must sign the rider’s confirmation form (Sign-On Sheet) before starting the race. The confirmation session will start for 1 hour and 10 minutes before the riders are released.
  • The Panel of Commissaire has the right to cancel participation or cancel the victory of any rider who fails to sign-on. Article 2.3.009 & 2.12.007 UCI.
  • NO team vehicle is allowed to accompany and assist their riders during the race. All support or mechanical assist will handle/provided by ACLS Neutral Service Teams.
  • Any assistance required must be done behind the Commissaire’s car and on the left side of the road. Safety First.
  • Riders should raise their hands to signal that support is needed and they need to drop back behind the Commissaire’s car for further assistance.
  • The UCI penalty scale is the only one used in cycling race.
  • Please keep the environment clean and do not litter everywhere along race route.

RACE ACCIDENT IN THE LAST 3 KILOMETERS

  • In the event of an accident at the 3 kilometer mark (Last 3km), the time record of the rider involved is the same as the rider in the group he was in when the incident occurred. The ranking of the riders is determined according to their position when crossing the finish line.

  • If the rider is unable to cross the finish line due to this accident, he will be placed in the last ranking but the time will be the same as the group he was in at the time of the accident.

FINISHING TIME LIMIT

  • The time limit has been set at a rate of 15% from the first racer crossing the finish line of each category. But it depends on the decision of Penal of Commissaire based on certain circumstances and situations.

CONVOY TIME LIMIT

  • Riders who exceed the time (10 minutes) from the front group (Main Peloton) are considered exceeded the cycling time limit and are required to stop pedaling and board a broom lorry to avoid traffic congestion during the race cavalcade.

RACE FEEDING

  • Feeding is only allowed under certain circumstances and can be taken from the Neutral Service vehicle after a distance of 20km from the start up to 10km before the finish line behind the Commissaire’s car or as directed by the Commissaire.

  • No static feeding is allowed along the race route.
  • Feeding on left side of the vehicle or road.

WASTE DISPOSAL ZONE

  • The organizers will provide a special area for throwing trash or drink containers by rider with indicator sign ‘WASTE ZONE’. Riders are allowed to throw garbage in that designated areas only or they can throw it in their support car while cycling. Failure to comply with the instructions will be fined. TAKE CARE OF CLEANLINESS TAKE CARE OF THE ENVIRONMENT

NEUTRAL SERVICE TEAM

  • Neutral technical assistance will be handled by the ACLS Neutral Service team through 5 cars and 4 motorcycles carrying spare bikes, bicycle equipment including spare wheels and water supply during the race. All equipment is for temporary use ONLY. All competitors are to have their own spare part for the entire duration of the event.

  • Any permanent replacement equipment used by riders supplied by ACLS Neutral Service teams will incur a fee and such fee shall be borne by the competing team.

COMMUNICATION DEVICE

  • Rider(s) allowed to bring their mobile phone during the race for emergency purpose only. Using of two way radio (walkie talkie) are prohibited among rider/team member.

  • Use of video recorders is permitted. The equipment is only allowed to be placed on the bicycle (below handle bar). Any recordings made by the racers may be requested by the organizer to be shared for commercial purposes.

RACE CLASSIFICATION

The following is the classification that has been set by this tournament

GENERAL CLASSIFICATION & BONUSES

SPRINTS CLASSIFICATION

KING OF MOUNTAIN (KOM) CLASSIFICATION

TEAM CLASSIFICATION

  • In accordance with Article 2.6.016 of UCI regulation, the daily team classification shall be calculated on the basis of the sum of the best four (4) individual times each team.

  • In the event of tie, the teams shall be separated by the sum of the places required by their top 4 riders on the stage.
  • If still tie, they shall be separated by the placing of their best rider on the stage classification.
  • Article 2.6.015 of the UCI Cycling Regulations
    a) The number of 1st Places in the daily team classification; etc.
    b) The placing of their best rider in the general classification by time and point
    c) Any team reduced to fewer than four (4) riders is eliminated from the general team classification.

*Team who leads in this classification will receive prizes. 

AWARDS CEREMONY

GENERAL

  • In accordance with Article 1.2.112 of UCI regulation, the following riders must attend the official awards ceremony after finish each race (event);
    a) 1st, 2nd, 3rd finisher of the race (Stage Winner)
  • The leader of following individual classification
    a) Leader of Sprint Classification (Women and Men)
    b) Leader of KOM Classification (Women and Men)
    c) Leader of General Classification (Women and Men)
    d) Leader of Junior  (Men)
  • The leader of following best team classification (TC)
    a) 1st, 2nd, 3rd
  • The riders shall present themselves at the podium in a limit of maximum 20 minutes after crossing the finish line.
  • In advance of the start of each series  (after series 1), the previous jersey wearers must appear in appropriate clothing for presentation to public for the next series.
